I don't think he is going to "hand over" anything. He doesn't have to concede, or whatever because it is irrelevant - he lost. His term ends at noon on the 20th. Biden as voted in by the people, voted in by the electors, and count confirmed by congress will be sworn in and become the 46th president on that day. That will happen whether Trump likes it or not.

When they say that what they mean is "There is no evidence we would accept".

Not as in the "evidence doesn't exist", but that there is no evidence they would accept even if it *did* exist.
