Well one theory is that remember the thread about people saying to vote in person AND by mail and it was in fact legal because the process would catch the double vote? This approach could result in more ballots than voters, legally.
No idea if that's applicable in that state and I'm confident very few people would have voted twice anyway.

I am trying to find more info about the 138339 votes for michigan because:
1) There's zero chance that all of those would be biden
and
2) There's [almost a] zero chance anybody engaging in fraud would stuff 138k votes for a single candidate all at once

I do have comprehension issues but this tells me that Michigan had 7M registered voters in July. That would be consistent with its population. And a 50% turnout would be entirely reasonable.
