For a person in a free state, a regular AR pistol with a brace that you can shoulder is more ergonomic. Even one without a brace and just a buffer tube is better because he can get a check weld on it.
This contraption wouldn't benefit him at all.
It wouldn't be legal here because of the weight and the magazine outside of the grip. You'd have to fix the magazine and if you do that, you might as well get a regular one for the reasons listed above.
