Not sure but the county did issue a statement regarding healthcare and the local BJs is also checking membership cards for residency. They are trying to limit people impacting communities in which they don't live, and reduce the risk of the virus being spread all over hell and back. Stay home means that. I am sorry for the op's position. Sucks. But when they have friends or family come and visit potentially, or they travel back and forth potentially, why is it fair to introduce that risk to an area where if not for you, there would be no risk? So when the op comes to upstate he and his family will sever all ties to the city and it's surroundings for the duration? It isn't an upstate downstate thing, it is an epicenter of infection to a relatively low infection area thing.

I would assume that's why he is here to begin with. The intent of his post was to ascertain where he could go. He asked about renting a place. You usually (never) just show up and move in before the rental agreement has been signed. Sounds to me like he is doing exactly the right thing and getting a plan in place before he takes off. I don't think anyone is saying people with second homes/Seasonal property isn't allowed to get their property. what they are saying is, If you're from NYC and you show up looking to rent or get a hotel room for a couple weeks, thats not going to ( or may not) happen.
Like I said, I have seasonal property in the Adirondacks, it's only accessible by boat. Im going there on Tueday and staying for a week or so.
I understand what you're saying, but it's all just "suggestions". You cannot be imprisoned (or forcefully quarantined) for traveling to "x" county or state. The only person with the authority to invoke such a law is the President, and even then, you can only be prevented from going from state to state. OP is free to travel as he wishes through the state and rent property as we wishes. In fact, he is free to do so throughout the country, as the President has not enacted his powers on this issue, nor does it appear he ever will. (42 U.S. Code § 264)

Well, they haven't closed Florida, but they did enact stay at home orders and a 11pm to 5 am curfew for Orange and Seminole counties. Anyone else who comes in to the state from the NE corridor is asked to self quarantine for 14 days. A neighbor five doors down has her daughter from NYC staying with her. Spends her day sitting in the garage yakking on her phone or reading.
My next door neighbor flies for FedEx and has been in Shanghai and Inchon Korea in the past months. . .Great. I need this shit like I need another bullet hole in me. Asthma, cancer survivor, shooting survivor with lung damage . . . I'm a cat running outta lives.

In my opinion it is best to just stay put. For certain you have some supplies More than one would think. You have some form of medical support.... While face to face meeting is not the norm a phone call is still welcome . Girlfriend had strep this week and we had Dr prescribe antibiotic over phone .... They are part of your survival network. ... We are having grocery and such delivered to our home to limit exposure and save time . (long waits to pay ) While this is bothersome I don't consider it a true SHTF. myself ... All services are running .. Water, sewage and such. Food is being supplied in a timely manner .Just shelter in place and ride it out for a few weeks .When this blows over decide where you will position yourself in the future.
IMO the best place is at home.
Stay home, and only leave if completely necessary.
However, if home becomes unsafe due to increasing crime or unrest, then getting out is a better option. Find some place remote and bring as much of your food as possible so once you get there you don't have to leave and you can continue to quasi-self quarantine. At this point I would assume corona is in communities in all counties in this state. Just because you leave NYC your not going to a "no corona zone". You will just be in a less densely populated, lower rates of infection, less unrest zone.
No one other than yourself can make the call when is the right time to leave or of staying is the best course. In situations like this if I have logically thought everything out and weighed the pros and cons i tend to trust my gut instinct.
As a dad they only people you are truly accountable to are your own wife and kids. That's all that matters. If you think you are making the best possible decision in their interest it doesn't matter what others think.
