Jody Lomeo, chief executive officer of Kaleida, offered the following written statement:
"Our disaster planning and implementation for the coronavirus over the past 3-4 weeks has been based upon the State’s daily request for preparedness and the expectation that the surge is coming, and in particular, to Western New York.

“We have been following the State’s lead in 'preparation for the apex of the curve.' That, the experts say, is anywhere from 1-3 weeks away. No one knows exactly when it will hit us.
“Our current situation is manageable and our 100% capacity surge plan - at the State’s request - is achievable. This all happening at the same time that we are still taking care of hundreds of other cardiac, stroke, pediatric and emergency patients on a daily basis.“Hoping for no surge here or a promise of reimbursement for ventilators in the future - at time of great uncertainty - would be irresponsible. I cannot jeopardize our workforce and the very patients that we are responsible to care for. “As I have said and will continue to say, we are always willing to help our neighbors, but not at the expense of the community that we are accountable for.
“So today I stand shoulder to shoulder with our physicians, nurses and staff to oppose this executive order that is designed to pit upstate versus downstate. I don’t really know how this work but in the corps we had to make sure that EVERYONE is squared away. If people was missing gear well we just shitted out some gear until everybody had. Asking upstate for help wasn’t a bad idea but demanding it was horrible. I read somewhere that 15 years ago they told Cuomo to get more ventilators and he said no. Remington Arms are willing to make more PPE gear and ventilators for Cuomo here in NYS.

That's easy. The 911 center dispatches the appropriate fire department for the location of the fire. Based on the type of fire the primary agency will request mutual aid to the scene as well as have neighboring agencies stand by their equipment to respond to additional fires that occur in the zone of the involved fire departments while that agency is fighting the structure fire its at.
I can't believe that there are no hose draggers reading this thread that would give this guy a squared away answer. ; )

Deblasio wanted to shut down public transportation and only keep what they call “Ghost trains and buses” that run once an hour rather than every 8 minutes available to only essential employees like they did during the hurricane and Cuomo said, “No!” He fought him tooth and nail.

I hate to disagree with you on this, but if they take from an area and leave them vulnerable, then they need to compensate to lower the vulnerability. Paying "market rate" for ventilators that will not be available for sale for a year is not an appropriate measure to compensate. A travel ban would be a move in the right direction.

Non-emergency / non-essential workers should not be able to leave the places where ventilators are going, in order to prevent the spread to areas stripped of their equipment. Just like you move equipment where is needed, you also do containment as well to increase effectiveness of that equipment / lack there of otherwise.
