I currently live outside city limits. Researching a move back within the city proper, but first looking to confirm: Rochester restricts all centerfire rifles to 5 round magazines, correct? Does anyone have awareness of this being enforced as a standalone enforcement action?

Based on that same link, any centerfire semiauto rifle with a magazine that holds over 5 rounds. That seems to answer my question, unfortunately. I still strongly wonder whether that is ever enforced as a standalone action (without something else prompting the interaction).

What situation do you see yourself in where police would be checking your magazine capacity inside Rochester city limits? That should answer your question.
There have been just a handful of cases identified here as "pure SAFE Act" arrests where there were not other, generally more serious charges. I'm sure I'm missing something, but I'm not aware of one where the original investigation and complaint was due to a suspected SAFE Act violation in isolation. Every case I've seen there was something else, usually something stupid, going on. Obviously you don't want to be the first. For most otherwise law-abiding folks their biggest risk would probably being pulled over with it in the vehicle (especially in plain sight) and after that having some sort of domestic incident or messy divorce where a family member snitches or a protective order/CPS are involved.
And SAFE Act is a lot more serious and easier to enforce based on sight than the Rochester 5 round limit.
The bigger question is why if you are intent on staying in New York you would be moving into Rochester, given your concern for gun rights. There are much better counties right next door.
As improbable as a "magazine capacity violation enforcement action" might seem as a standalone occurrence, I put nothing past the local coppers or politicians. This is Rochester, NEW YORK we are talking about.
I have a lifetime of community, business and political connections to Rochester. It's where I was born and lived most of my life, and I feel some compulsion to help "do the work" on issues facing Rochester from the inside, so long as I remain in the area. Holding formal residence in Rochester enables/qualifies my input on and involvement in important decisions being made about various elements of city life.
I do eventually plan to leave NYS, but I'm not yet in a position to move out of state. When I am prepared, it might actually entail changing country codes when I make that move.

Rochester is in Monroe County.
I live in Churchville which is in Monroe County and its the country.
Laws are different, not by county but by town, village or city.
We dont have those BS laws out here.
First 0.0% chance I'm moving into a city so totally keep my opinion in perspective and I haven't spent 1 second reading laws enacted by cities for gun rights oppression.
I'm pretty sure this would go no where in court (if by some crazy set of circumstances you were discovered with dreaded 10 rounders by an anti gun city cop) because the circuit court already ruled that the NY safe act limit of 7 rounds was too arbitrary. It seems like 10 rounds is the law of the land in the state until proven otherwise. Granted politicians suck ass and even though the Rochester law is likely unenforceable they will leave it on the books specifically for situations like this where honest law abiding citizens will spend time trying to understand and follow even though it's likely not prosecutable. Politicians love legal vagueness and ambiguity where no one knows what the hell is ok and are counting on peoples natural inclination to try and avoid getting in trouble.
The irony as we all know here this law will stop no one it's intended to it will only stop people you don't have to worry about in the first place.

Unfortunately, I've been a Rochester resident since 1981 and never had an issue or even heard of the 5 round being enforce. Speaking of that I had forgotten all about it till reading this thread. I've gone to the range and bumped into many city cops and used 10 rounders no problem, may even have 'found' a loaded 30 rounder a while back and nobody said a word.
I did have a cop question me about open carrying a rifle from a car to my MIL house, seems it'[s supposed to be cased when in public. He didn't really care about that he was more concerned why I had it on my shoulder. (we just got back from chuck hunting and I had been dropped off)

City regulations come in the form of ordinances correct? And disobeying an ordinance is punishable only by fines, and therfore not actually a crime?
Don't know the veracity of this as relates to guns, but it makes sense to me. Therefore, it's probably NOT the case. Lol

The SAFE act limit that was overturned was 7 rounds in a 10 round magazine. 5 round magazines are available so this would hold up if it's not preempted by the state, and to my knowledge it is not in New York. But yeah it would be a wild scenario where this came up in isolation. Mag-dumping next to a cop at an indoor range in Rochester? I don't think those are even a thing and I wouldn't shoot there if they were.

Just steal a couple of your kids Legos. Makes it real easy to trial fit to get the length right.
Then hot glue them to the bottom of the follower so they don't rattle around, but aren’t hard to remove should the need arise. Put them in the center of the spring, not between the spring and the follower.

I live in the city of Roc. I didn't even know about the 5 round law, I have had all my mags loaded with 7 rounds for years. Guess I better take a couple out of each one today. I highly doubt any RPD officers would ever enter my residence, but I'd rather not deal with something as stupid as this. Glad I saw this thread!
Question: I have all my BF-10 speed loaders (for my fixed mag AR) loaded with 10 rounds, but I would imagine they are exempt from even the Safe Act law, since they are technically not magazines. Would others agree with this assumption?
PS: I cannot wait to retire and move to FL. So tired of the nonsense in NY.

The 7 rounds limit (for handguns) was struck from the law, permitting 10 rounds statewide (IANAL).
The 5 round limit that this thread originally focused on pertains to centerfire rifles.

The point I was making is there’s hardly a scenario where your mag capacity would be an issue by itself in Rochester, because one is not ordinarily going to be shooting in Rochester. You shoot at an outdoor range in city limits?
We all see what you said. I suggested neighboring counties, and you had to jump in and tout your hometown as not subject to “Rochester’s BS laws.” Well guess what, Churchville’s law enforcement is Monroe County Sheriff and NYSP, pistol permits go through Monroe county sheriff and judges, and Churchville’s own “BS laws” includes a code book that forbids discharge of so much as a pellet gun on your own property as well as an extensive zoning code. So stick that in your pope and smack it.

No, there is an indoor range at the Rochester Rifle club but thats limited to .22 and I'm not a member.
What I meant was I was shooting and talking with some RPD guys, and they didn't really give a damn, but they were on their own time. I'm not in a hurry to find out what would happen if I walked around downtown with a 30 rounder.

Thanks for clarifying. So shit, I'm not even supposed to have possession of any magazine that holds more than 5 rounds. That sucks. So I'm still technically breaking the law for only having 5 rounds in my 10 round mags in this case. I looked up 5 round mags and they cost the same as the 10 round mags, can't even get them at half the price! lol
