Flower pot heaters are bullshit. It all comes down to basic physics. NY is a mix of zone 5 and zone 6 for HVAC. I'll lean towards benefiting the flower pot heater and assume zone 5. 1 square foot in zone 5 requires about 50 BTU of heat per square foot, assuming normal ceilings and not 12 foot vaulted ones or whatever as well as average insulation/air leakage. A lit candle puts out 75-85 BTU. I'll use 80 BTU as it's the median. Adding a flowerpot on top of it doesn't make the candle magically produce any more heat. For a 100 square foot room in zone 5 you need about 5000 BTU of heating. At 80 BTU per candle you'd need 62 lit candles to heat a 100 square foot room. Let's say you have a 1500 square foot house and want to heat that you're looking at 937 candles.
The candle flowerpot idea is wholly impracticle. Having backup heat is a great idea, but get yourself a ventless propane/natural gas heater or a kerosene heater you can use indoors, they put out meaningful heat to warm an area. Wood stoves are a good option as well. Skip the flowerpot nonsense.

This bill does absolutely nothing. I repair electronics on the side and I've seen where the bimetallic fuses get stuck thus causing a run away anyhow. Especially if the heater was kept in a garage or damp environment. They generally have a bimetallic and a one-time-shot thermal fuse, but it depends how it's designed. Along with whatever furnishing was in front of the heater. So cutoffs might not do anything at all.
Another primary cause of space heater fires is the use of light duty extension cords, surge strips or incorrect gauge wiring in the walls. They are NOT designed for the current. So it's not the space heater that caused the fire, it was in this case in proper equipment used to power the space heater.
I also treat space heaters as mini fires.... they are to be kept under constant watch at all times.

This is my favorite part of all the important/emergency laws that get passed.
I also like the ones that set a new standard, or take effect years down the road, after the people that pass them will no longer be in office.
If something is so important, it should take effect IMMEDIATELY upon being signed. If it's not that important, it shouldn't be signed into law at all.
All laws should also sunset automatically after a short number of years.

Maybe its just me? I have never walked into someones house and was able to tell how they heated their house, water or food by smell alone.
I have had a gas stove in almost every place I have lived and cook daily. Should't I have one foot in the casket from the poisonous fumes by now?
