The ATF and DEA came about because all the agents needed jobs after prohibition ended....
My biggest concern about disbanding both agencies (and we really need to get rid of them) is what are they going to do. They will not end up on the unemployment line, or defending the border.

Remember last time the ATF was up for dissolution? That was in 1993. When Rep. John Conyers (D-MI) proposed back then that ATF needed to be dissolved, the agency scrambled to find a way to justify its own existence. Surely, if they had a big bust, a big save, the government would see how very important and necessary they were. But who could they arrest? What could they do to prove they needed to stick around?
They decided to go after a guy in Texas, named Vernon Howell–known to his church as David Koresh. The rest, as they say, is history; a bloody, horrifying, charred and craven piece of history that proved only the depravity of the ATF and the greater federal government.

The fact that they weren't completely disassembled after that is why so many no longer trust the feds.

I realize I'm speaking to probably the last forum that will say the BATF-E (or whatever they like to call themselves nowadays) possesses any legitimate purpose, but what necessary function do they ACTUALLY perform? Going on their title alone they should have some regulatory say over alcohol, tobacco, firearms and explosives, but is there any regulation of the above that isn't already performed on the state level? Why is there a need for a federal agency to do this?

These agencies have an important role even if they just need better leadership. Fast and Furious wasn't because of the agents in the field.
And when a new bureaucracy takes over the other's mission, they tend to be zealots in the beginning. Something no one wants to experience first hand.

A very good question, but a loaded question full of falsehoods. "Need" is not superior to "Lawful". "Is it LAWFUL for a federal agency to do this". "Is it LAWFUL for congress to CREATE that federal agency." "Is it LAWFUL for an AGENCY to CREATE LAW."
There is no delegated authority for the Congress to create laws regarding booze, smokes, guns, and bombs. It is absolutely FORBIDDEN for executive branch to invent "policies" and "regulations" that carry the force and penalty of law. Their actions are NOTHING less than criminal extortion under the COLOR of law.
This is not an anecdotal point. It is THE point.

I'm with you on the LAWFUL point, and wasn't attempting to place "NEED" ahead of it...perhaps just phrased the thing wrong. I am questioning the perceived necessity to create an agency to regulate items already regulated sufficiently (or excessively) by pretty much every state, to the best of my admittedly limited knowledge. Redundant regulation on the federal level is one of the glaring problems with this country, in my not-at-all humble opinion.
