How do you put a value on a rifle? All my rifles are built by myself with mid to high end parts. Is the value the sum of all the parts plus optics put together or is there a set market value like on cars?

Sounds like you need a market test. Throw them up for sale a bit high in your opinion, lower price gradually until sold.

For sure a riffle built with higher end components will command a higher price than a standard $500-$700 riffle that is prebuilt.
Not sure exactly on price but look at what used handguns go for. It’s crazy IMO.
I’d shoot for about $150 less than the parts you put into it and consider the labor a loss.
Also keep in mind if you put some crazy expensive component on it you may not get that great of a return on it. I know a guy who wanted to put a carbon fiber wrapped barrel on his AR that was crazy expensive. I wouldn’t think you’d get a great return on something like that due to it being specialty.

The more custom, the more likely it is that it's specific to you - which means it may not be someone else's exact cup of tea.

Realistically I wouldn't expect to get anywhere what you paid for parts and forget about labor. Self-built rifles may actually detract from value (from a buyer's perspective) from a reliability standpoint vs a factory built rifle. Why pay close to retail when somebody can buy their own parts brand new with factory warranty and flexibility over specific choices. Of course somebody might want your specific configuration and be willing to pay for it, but just don't think that is what majority of buyers are looking for with this stuff. And just for the record, I've built rifles with premium parts from Noveske (complete upper and lower receiver, barrel and handguards, etc.), Wilson Combat and other brands with Geiselle triggers, etc and would probably think I'd be lucky to get 1/2 of what the parts cost if I had to sell. Just saying.

Look for completed sales on gunbroker for similar builds of similar quality and components. That should give you some kind of ballpark.

I was asking because I have been a little under the weather the last few days. I have similar symptoms of the Wuflu. I video conferenced with my doctor today and even though he said I have similar symptoms, they are not in the right place. He said it seems more like a head cold. My sore throat went away today and I never had a fever so I am probably ok.
I told my sister and brother in law that if I feel like I am getting worse, we will have to transfer everything over to him asap and if I don’t make it through, he agreed to pay my wife the value of the rifles.

Might be decent rule of thumb here to calculate sum of parts and subtract like 5%? Personally I'd value optics separately regardless.

PS others may know better than me but if you give them to your sister I dont think you have to "transfer" them i.e. no NICS needed (note this does not include handguns).

My brother in law has his own business and does very well. He has no problem paying full value for them. Every time we go to Blue Mountain range, he is always grabbing one of my guns instead of his. He won’t mind having them. But lets hope when all this Wuflu crap is over and the range is open I’ll be shooting my own guns.

Not sure if there is a distinction between a gift and a sale for purposes of background check between family members. Also note person that you gift or sell to cannot be a prohibited person and there may be other regulations if they live in another state or NYC/Long Island. Best to check with local FFL if you're not sure.
ETA - I'm not sure where the actual law is on this but doesen't look like brother/sister is exempt from background check according to NYSafe Act - Gun Owners | SafeAct,

As for the value of a gun. Too me, most of the value can be found in what others are paying for a similar gun.
Home/built guns, figure out how old the parts are. Sometimes the value will be decreased due to technology and further advances.
One example would be a bolt carrier group off an AR. Take the nickel boron as an example. A few years ago when it was making its mark into the AR world, the costs were much, much higher than can be found today. What was $400 three-four years ago, can now be had for half that or better.
Tech has come a long way in the past few years. Same with scopes, a scope of ten years ago, near obsolete in todays standards.

The value is never the same as invested on it unless you have something so exclusive that it might actually go up like
a terminated model or exclusive collection item.
If you do art in them that is a different story because it might go by the taste of someone who is looking for something
different and exclusive.
So the best thing is to invest in decent guns and quality equipment that you actually use. The use you get is the value to you.
Also if you wait 100 years then something from today might be an investment too.

So far it has not progressed and my throat does not hurt anymore. No shortness of breath or chest pains. Most likely a little head cold like the doctor said. But it sure as hell gave my wife and kids and rest of my family a good scare.
