Trump threatens to send Federal aid to Chicago to stop the worse than third world violence going on there.

This violence, for the most part, is what amounts to black-on-black, gang related crime.

Trump wants to stop the absolute genocide of black people in Chicago.

Trump "sending in the feds" in any way more than increasing ATF investigations and federal prosecutors is a major violation of states rights.

But, here's a question - has the governor moved the state police into Chicago? What about the state's national guard? There are things that can be done to increase patrols within the state and the politicians aren't doing them.
Now, if the governor asks the federal government for assistance because they are no longer able to adequately address the problem, then there would be justification to "send in the feds".
