The process comes from the founders.

Nobody asked about how elections work.

Anyways, noplace in this article is there mention of any bodies rotting in the streets. They are slowly decomposing in refrigerated trucks. Which by the way is not uncommon. Alot of crematoriums store bodies in trucks and burn them once or twice a month, its a common practice.
Annnd, the medical examiner and people picking up the bodies are paid for by us. The private funeral homes just bury or burn after thousands of taxpayer dollars collect and examine the bodies.
This cannot be done by the private sector. There is nothing in it for them.

If we legalize all drugs, we will need a government agency to clean up the mess.
And your idea that legalizing drugs will lower the amount of users and lower health risks is just not true. Look at the data from the countries that have done it. Everything from more users and more overdoses to lower tourism because of the junkies flooding the cities.
Hows it working for the 2 widely legal drugs....alcohol and nicotene? The 2 leading causes of preventable illness and death.
Legalizing drugs will absolutely cause more users and more drug induced illness, the data is out there. You just need to dig through the data created by drug using Berkley PHDs and data created by real scientists.

Dont even start with the "legalizing marijuana in Colorado has lowered the number of users" crap.
Marijuana isnt addictive like heroin and meth. The lower marijuana numbers consist of 13-17 year old kids who no longer see pot as the "forbidden fruit", so it no longer entices them. The number of 25-35 year old pot heads has remained the same.
And the problem isnt with the government letting bodies sit there.
Its the private sector funeral homes and crematoriums who cannot keep up with the demand.
