In regards to the Constitution and its amendments; There is text that guarantees a citizens right to vote. There is no text that forbids a non-citizen from voting.
There was a law passed in 1996 specifically for this reason, namely the Illegal Immigration Reform and Immigrant Responsibility Act of 1996. The IIRIRA made it a criminal offense for a non-citizen to vote in a federal election. However individual states have jurisdiction over voting for state and local representatives. The IIRIRA does not apply to those elections or restrict non-citizens from voting in state or local elections. Individual states (and their municipalities) set those limitations.
