The dealer would likely do two things:What would happen if a dealer got reported for charging over $10 for a transfer fee?? Charging $10 for a transfer fee helps us more then it hurts the shop. There not paying the bills from transfer fees.
Then that all needs to be specified. They would never refuse to do transfers bc most shops are registered on gun broker to get ammo an guns sent to them. Also are they charging a fee to do a backround check when you buy ammo?The dealer would likely do two things:

Two places charged me $10. Corinthian Arms in Syracuse and Gander Mountain. Tangent: Soldier ETS'ng brings in a new, M1A with a Trijicon Scope and Pelican Case; they'd only "give him" $600. for everything (fuck that!) I get a call, meet the man, make a better deal and THEY did the BGC for it on ME!
The State setting the price was an appeasement against claims of burdensome fees... "It's only ten dollars and it's not that much money, and it cost the Dealer (then) nothing but his operational expense to conduct the NICS Check.
There is a component that hasn't been mentioned: Under the latest changes the NICS Check COSTS the FFL $9.00 and THEY can charge whatever they want for doing the Check irrespective if it's a Private Transfer between two non-FFL's, Receiving a gun, or the Sale of a Gun.It comes down to this: the situation sucks for everyone but the state, who also happens to be the entity that made this whole mess. Surprise surprise.
