I say less boots on the ground and more Hell from above 
Oil is the feedstock of Fertilizer.
Is required for Tractors, Combines, etc.
Is the feedstock of most clothing.
It is not possible to replace it with Solar, Wind, or even Nuclear Power.
Though Nuclear Power would go a long way in reducing our consumption of oil.
Why don't we utilize it more ?

The human population was 1/5 of what it is today.

We don't need to buy oil from anyone anymore, we are a net exporter.
However the rest of the world does need it, and we live in that world.
America spends vast amounts of money on things that benefit the world as a whole, and Americans only as a side effect.
We are solely responsible for military stability in most of the world. People talk about how terrible we are and "endless wars", but they seem to have no idea what the world looked like before "superpower USA" showed up. Hint: it was much much worse.
People complain about how bad drug prices are here, and why aren't they cheaper like Canada or the UK. Well, that's because we fund all the R&D for the world.
They literally complain that the rich should pay more, then when we do they complain that it should be more fair.
They don't realize that we *are* the rich. That if you flip burgers at McDonald's part time in the US you'll be in the richest 5% in the world.
