Most cargo ships travel at 15-24 knots, although there has been a trend to reduce speed to save fuel on containerships that are not carrying time sensitive cargo (perishable, etc) to reduce fuel costs. Especially since the ports have had long delays in offloading.
It's not just the increased time, at slower speeds, larger ships have less steerage capability. Maneuvering speed for large vessels depends on type of ship and type of drive, but for most traditional ships it's usually around 14 knots.

Commercial vessels all have AIS systems broadcasting their location in real time. Speed can be tracked already.

A very big deal. Anybody with a reasonably sized sport fisher is hit by these regs. And the covered period is November 1 - May 30, which is half the year and bumps on tuna season on both sides.
