Recert for semi rifles won't be enforceable unless the law is amended. Too many people already owned semi-auto rifles that aren't required to go get this permit.

I think it’s more than that. It’s meant to keep people from applying for a permit. I can think of 5 people in my family that the process and cost has prevented them from going to get their permits. That’s just in my immediate family so it is working. Now with the 18-hour course it’s even worse. I paid for my son to do it so it wasn’t a barrier for him to get his permit but not everyone can do that.
