Everything you said is correct until the intent part. That's not how it works. You either violated a law or you didn't. You get some type of a plea in most cases unless it's a major crime due to time and backlog of cases. It isn't based on intent.
The meaning of the law *is* based on the intent of the lawmakers when they wrote it. There is plenty of caselaw based on this. You're right that *your* intent doesn't matter (unless you're a Clinton, apparently), but the intent of the legislature when they wrote the law is considered when the courts try to determine what it means.
