Not true. You can ship handgund or long guns outta state to an ffl.

There is at least one county in NY state, outside of NYC, from which you absolutely need to go FFL to FFL when shipping handguns out of state and that would be Nassau County; at least that is what it says in the NC handbook. There may be others as well.
