Start impeachment against individual DOJ and FBI agents. A successfully impeached person can never hold office ie, they lose jobs, pensions and maybe even law licenses( lawyers are officers of the court). That will stop a lot of this. We know the DOJ won’t prosecute them for their illegal actions
