The key word in that announcement is "Authority" That means it is off budget and will not show in the state budget. Further authorities can borrow on the tax payers' dime with no limits imposed.

I think you meant to say "because there's no money in it for him or his cronies."

All I can say is I work for the state and none of the state issues cars are electric in my department. I think some college campus ones are. If they are so great and affordable why wasn’t I issued one very recently.
