Obviously but that wouldn't stop him from trying. Remember, with all the positive measures he thinks he took to protect NY and the country from guns, he will not sit idol and let people come into and out of the state without doing everything to try and stop it.

I don't know. Thinking about the safe act and how unthinkable it was, he can do whatever he wants and to hell with the screaming public and civil rights groups. "Let them take it to court" he'll say.
