It won't be easy to by-pass. It'll have to be done with software.
The "shutdown" isn't going to just kill the engine and leave you in an unguided 4k lb missile with no power brakes or steering. Everyhting is drive -by-wire these days. I would guess the PCM will stop responding to accelerator input (so you're essentially idling) and the anti-lock module will start applying brakes to bring to the vehicle to a stop.

Like everything else, this may sound like a decent idea in some cases; the elected elite and the Police will abuse it.

Right after they shut down the internet in the area to prevent people from getting any "disinformation".
I can imagine certain scenarios where this could be welcomed... Like no more necessity for any police chase! But then there's the scary part... Think Katrina when you're trying to get out of Dodge but the Govt can disable all vehicles but theirs! A very scary thought... Freeloaders who don't pay their lease or payments will get in their car and find it disabled, lolz!
The electronic control aspect has befuddled me for some time. The Advent of satellite communication coupled with GPS positioning presents novel elements of control that can easily be instituted into a vehicle. The ability to read road signs exists in vehicles as well, so really, there is the ability to prevent ANY vehicle from speeding too! How is it then that this isn't implemented? Lol... I remember looking into a car that had this, it could be disabled, but had the ability to control the car and slow it down on curves for example ... In a sports car! I said no thank you, hahahaha!
Included in this bill is also the ability for 3rd parties to be able to access vehicle data, like daily use, mileage, speed, etc... Certainly put in there by insurers! Wait for it, we are all fucked!
Hopefully, next year at this time the retaking of Congress will redo this abomination law

You bet it will be illegal to remove... Any time you inspection is due and they plug your car into the monitor ... the powers that be will know .. (me thinks )
If you have a diesel and did or thought about removing the pollution controls ( pump raw fuel in to cat bring temp to 1200deg F for 20 min, rest of time dump cat piss into cat converter till it needs a fuel dump again, producing low mpg) .
Smart cars = send you a ticket every inspection for speeding, etc.
Smart meters = we told you no more power until x time.
