Because most business owners are intelligent, NYS MUST offer money for them to come here.
My wife and I own 2 businesses in NYS and I know several other business owners.
It is truly amazing how things are done in other states. Just a mile South of where I live, taxes are less, regulations are less, leases are less........

I've own/run a side business for two decades now, and I can't compete with other businesses in other states due to taxes. I keep it open only if I decide to move. However I'm only doing the very bare minimal to keep things on the "books". The pandemic didn't affect me, but the regime in NYS has like a bloody leech.
