The Democrats (and many republicans too for that matter) are pretty much just "legitimized" money launderers.
They collect tax revenue to be used in good faith for the greater public good but instead it's used to buy votes or to give kickbacks in the form of lucrative contracts on stupid projects etc..
I'm sure this will upset some on this site but I also don't think government employees should be able to be in labor unions. The concept of public sector unions has always bothered me in the regard that the taxpayers get screwed in the end. There is no alternative, no competitor. NY has one of the highest rated of public sector union membership.

They are going to legalize it and then tax it so high that the black market remains intact.This is all made . It is being touted in order to push the legalization of Marijuana.
They are using this "shortfall" to convince those against to vote for the passage.
The system has been carefully constructed to prevent that.Just a thought experiment... suppose 15 to 20 million taxpayers just said FUAC and refused to pay ANY state taxes? 10 million? 5 million? What’s the threshold level?
Then the question is how do we make it happen? Suppose 5 million people pooled their presumed tax money into a common legal defense fund?

Literally all the downsides of legalization and none of the upsides.
The whole point of legalization (from a practical as opposed to principle reason) is to crush the black market.
It would be like if when they repealed prohibition they put a $100/oz. tax on alcohol.
