Last I knew, seems Pa is unrestricted permits, you need an unrestricted NY permit. I haven't heard of any Pa counties that will issue with NY restricted permits.My family lives in Luzerne County PA. That's where I applied for my out of state pistol permit. You can only do it online or by mail. I did it online.

Adams county does. They do not issue restricted permits and did not care that the NYS one is restricted. When I asked about that, I got 'side-eye' from the receptionist like 'Why would you want a restricted permit"? They apparently have no problem issuing unrestricted. The staff and sheriff's was nice and friendly.

This is my understanding of your restricted 'target' permit which I also hold.
Traveling to and from the range or anywhere else in NYS you must have your firearm unloaded and in a locked case or trigger locked with no ammo. All ammo must also be secured in a separate location in your vehicle from your firearm. For example, firearm in a locked case secured in the trunk of your vehicle. Ammo in a locked case stored in the back seat of your vehicle. Kind of defeats the point of a CCW permit but these are the rules.
You can travel to PA this same was as above as long as you enter PA thru NYS, If you travel to PA thru NJ then Federal transport laws apply. This means your firearm is secured as stated above, firearm and ammo stored separately, and you cannot stop for any period of time while traveling. I'm sure a bathroom break would be okay but stopping for lunch could be a problem if challenged by NY Police.
This is my understanding of the laws of the states involved.

IIRC federal law would not apply if OP has PA permit and, even if he did not, pretty sure (haven't looked at this in a long time so take it for what it's worth) PA allows open carry while travelling in vehicle. Loaded handgun would be ok within vehicle regardless if you have PA CCW permit, but you would not be allowed for example to exit vehicle with concealed loaded handgun it would have to be open carry.
ETA ... There are exceptions but generally, PA non-resident can carry loaded gun in vehicle with CCW from state that PA has reciprocity with. PA resident needs PA CCW to carry loaded gun in vehicle. Anybody who is legally permitted to have a gun can open carry loaded pistol in PA with or without CCW, but this apparently does not apply within vehicle.

I can't speak for PA CCW laws but I'm pretty sure transporting a firearm thru NJ falls under Federal Law. Unless the poster also has a NJ CCW Federal Law should apply for the transport.
Yes, no doubt with NJ I thought OP was talking about PA. Having handgun unloaded and locked in separate container from ammo is certainly a reasonable approach with having restrictions on your permit. I was just making point that there are no actual laws that require this. Under NY law your CCW is a concealed carry license irrespective of any administrative restrictions that may have been placed on it by your licensing officer. I'm not advocating carrying outside of those restrictions but merely pointing out that one could not be charged with breaking any laws if caught doing so. License is at risk of being revoked by licensing officer though.

Suffolk county actually encourages you to carry to and from range. I think people were getting followed home and robbed of their guns. You are allowed a food and gas stop only

I think you should call them. When I was waiting for mine I decide to call them to find out about the status of my application. The lady said "oh your permit has been ready for a while now. We sent you a letter to tell you to come pick it up". I haven't received any letter up to this day...

You get told different stories on NYS law from different folk, to include the ranges that I frequent. I've only had my CCW permit for just 2 years. You, relative newbie compared to most folk here. People are just too nervous right now and maybe that is where THEY want to keep us, always looking over our shoulder. Time to man up ...

People are way less observant than you think they are. I was super paranoid the first month or 2 carrying and quickly realized it's not a rational fear. I'm carrying as I type this with a full duty size pistol under my medium size hoodie. I'm only 5'10 180 as well. Not a lot of room to hide it and it's not hard to at all.
And besides, you're still a united states' citizen exercising your guaranteed rights and have gone through the hoops to get your NY pistol license.
People can debate the semantics of "unrestricted" vs. "target" all day long. I haven't known of an actual case where this issue came up.

Post the penal code and or law requiring what you've posted! Forget the Federal Transport laws, is well documented and known.
Rules, aren't law! Arbitrary and Capricious application of administrative rules are problematic and completely what the framers of the Constitution considered when even writing the Bill of Rights! They knew the human capabilities for malfeasance toward others when in power!

I should have been clearer that those are the requirements in Westchester County where I reside. Not certain if it's a NYS requirement but here is the info for Westchester County that I've found.
"Regardless of the type of firearm license held, the licensee may legally transport a firearm between the location where the firearm is kept or stored to/ from any place where the firearm will be bought, sold, repaired, used for familiarization, target practice or other incidental purpose. Unless the licensee holds a carry license, during such transport, the firearm must be kept unloaded in a locked case. Ammunition, if any, must be kept separate from the firearm."
The reference to 'carry license' is, I assume, an unrestricted license.
There are two types of licenses issued under NY LAW (NY PL 400) premises and carry. A license issued in Weschester County with target (or other administrative restrictions) IS a carry permit. I wouldn't "assume" the language quoted above means "unrestricted" in fact I believe it means just what it says.

See NY PL 400.00 (2) types of licenses. Subsections (a) and (f) are generally the relevant provisions for us "common" folk. Irrespective of any administrative restrictions that may have been placed on your permit by licensing officer, under NY Law, there are only two types of licenses: "to have an possess within dwelling" and "to have and carry concealed".

I totally agree with you regarding the type of license that NYS issues and I'm hopeful that the Supreme Court case will be successful. Unfortunately I and others that live in Westchester County have to live under their published restrictions. I've had a NYS CCW for over 30 years and like many others I had to jump through a hoop of fire to obtain my permit. So I have no choice but to comply with the licensing officer in my county or risk forfeiture which just isn't worth it.

No such thing as a PA restricted permit.
A NY restricted permit grants only things that no permit is necessary for at all in PA.
There would be no point in a "hunting and target shooting" PA permit. You don't need one to do either with a handgun.

Seems like everyone here gave you good advice. Here's mine. Don't leave your gun in your car when you go to the store etc.. Either plan better or take the chance of carrying it out of your restrictions into the store. Either one of those is better than leaving your gun in the car.

Carrying outside of restrictions is better than not carrying at all. For example, heading upstate NY several months ago, there was a bad traffic jam in Westchester/Rockland Counties required a detour through NYC and NJ to go up the Palisades to the NYS Thruway. I was carrying IWB at the time and the car was full. My lockbox was covered up in the trunk with luggage and other crap. I did not anticipate using the Interstate Transportation of Firearms" act stuff for a ride which was just supposed to be contained entirely within NYS borders. I prayed the whole time and drove really careful the entire way until I hit the NYS border near Route 17.
