It's all up to the individual and the risk they want to take. It would be misleading to say restrictions aren't the law so ignore them. If caught there can be severe consequences.Carrying outside of restrictions is better than not carrying at all. For example, heading upstate NY several months ago, there was a bad traffic jam in Westchester/Rockland Counties required a detour through NYC and NJ to go up the Palisades to the NYS Thruway. I was carrying IWB at the time and the car was full. My lockbox was covered up in the trunk with luggage and other crap. I did not anticipate using the Interstate Transportation of Firearms" act stuff for a ride which was just supposed to be contained entirely within NYS borders. I prayed the whole time and drove really careful the entire way until I hit the NYS border near Route 17.
