It's all up to the individual and the risk they want to take. It would be misleading to say restrictions aren't the law so ignore them. If caught there can be severe consequences.

Just a little update. Franken is correct!
My application for Luzerne county was denied because my NY license had a target restriction.
Then I applied to Centre and Adams county and they also denied me. They didn't even started the process. It was like a copy and paste answer. This is what they said:
"Good Morning,
After reviewing your application for a PA License to carry it looks like your New York State permit has a restriction (Target). To obtain a License to Carry in PA you must have a permit that is unrestricted. Your application will be withdrawn and a refund will be issued."
The same EXACT answer from the 3 places.

I have a feeling those who have a restricted license right now will be ultimately granted unrestricted, minimally in Upstate NY.I would not have wasted my time going to Pa. at this time with a restricted NYS license with a ruling coming any day now from the NYSRPA case.

I think I've mentioned on here that I've heard Oneida County, to get unrestricted, you can only go to two "qualified" instructors to do a live fire test, along with paying $200, and then some other fee.
I'm surprised no one on here has contested that. It's crazy!
Restricted licenses have been challenged all the way to the 2nd circuit court of appeals, next step would have been the SCOTUS which until recently had a more questionable make-up. Which is where we are now with the NYSRPA case I posted above.

If the housing prices get better, move up to putnam . I'm originally from Eastchester and moved up here a decade ago. I've never been happier. They will give you a carry permit in Putnam.

i keep saying that on just about every gun case .. where is the argument on the FEE .. aka Poll tax .. it should be in every one specially the
NYSRPA case .. from what i have read on it they did not use that argument in there lists of them ..

I guess to look at it in a different light, if you get rid of the restrictions it then becomes a moot point?

im not sure what state it was .. i want to say Florida .. the Cops .. .. oh were going to loose $$$$ if we go constitutional Carry .. so they added to the bill that the tax payers will chip in like 3 mill funding so they don't loose the money ..

PA permit is given in a matter of minutes... you have to go to the specific clerk office that will issue it. Many PA Counties will not giv non-resident permits.. you can check it on their site.. Also, I believe they will give you whatever your state has issued.. which will be interesteing to know seeing most other states don't have restrictions .. it's either yes or no... hope that helps... i believe I looked at one of the Sheriffs departs web site

Well, my thought is .. I have 2 knees that need replacement, and a paraized diaphram which hinders my breathing.. I can't run.. I guess I'd have to take my chance if I felt my life was in danger... I hope never to be in that situation.

The counties probably wised up and some official probably put a stop to it. I got mine 'unrestricted' early on in the process. I was aware at the time that different counties in PA were doing it differently, to include not issuing permits at all to non-residents. I consider myself fortunate, given the circumstances. Hopefully, the NYSRPA case changes all of that nonsense for everyone.

Necessity determines when you shoot.
Knowledge of the law determines how you deal with it afterwards.
If you shoot before it's absolutely necessary it won't matter how legally justified it was, the outcome is going to suck. You may be able stay out of prison, but things are going to suck for quite a while regardless.

Disparity of force, inability to retreat.
Things like that can easily be the factor that makes the difference between an unjustified use of deadly force and a justified one.
There are many situations where a frail grandma would be justified in shooting where a fit young man would not.
And reading and understanding articles 35, would tell a person In that situation, that they would be covered.....
