This is probably the one law that will have the most impact. You will not be able to purchase a stripped lower again once this law passes. If you own an other, it will be illegal. You either need to modify or not comply. The risk is up to each individual and will depend on each context. Overall- the liberal Dems in NYC had a good time ass raping all the legal gun owners in the state.

Doubt I'm any smarter but buy classifying them as firearms they would be judged under the same restrictions of SAFE and therefore illegal to own.After reading this bill they are not banning “others” they are just redefining them and are now considered firearms. I’ve read it numerous times and don’t see anywhere where they are banning them.
I don’t know how they will be transferred by an FFL in NYS as they are still considered others on the FED level ?

NY has a goofy definition of "firearm." Many rifles (bolts, levers, single shot, etc.) are not firearms according to NY law. Pistols are firearms, as are "assault weapons." The default status for "firearms" under NY law is that they are illegal to possess. This definitely catches things like the Shockwave. But as I said before, the wording requires it to be a weapon. A stripped lower isn't a weapon until you assemble it with other parts - parts that usually define it as a rifle.

Since a stripped lower contains a housing to hold a fire control group, I'm guessing you won't be able to get them anymore.
