There is no brandishing charge in NY. It’s called menacing here.

Secondly, what is the law against open carry in NY? There isn’t one except that all carry is illegal unless it falls under an exception like a concealed carry permit — ie concealed .

Now, legal tricks could she have done to get around the law ? If she has an armed security license, she can open carry as authorized by the general business law etc , and it is a possible exception to the school zone .
