Nice lack of details, it does not even say if it belonged to law enforcement or a common citizen.
Bait rifle but they weren't paying attentionFrom the lack of details it is pretty likely to be a law enforcement “oopsie”.
Yeah but this ain't a baby. It's a friggin rifle!Set it on the roof while getting the unit situated, forgot it and drove off, losing it somewhere along the way before that 'oh fuck' moment. Happens more than you think, and not just coppers.

Troopers say the semi-automatic, AR-15-style weapon was in a soft black carrying case.
True this..
Have a friend who put a Glock 27 on the roof of his truck while loading some other stuff and then pulled out onto his country road to drive to his place of business 5 miles away. Got there and had the "oh shit". Zoomed back home, hoping it was in his driveway, only to find it still laying in the road in front of his house. Scuffed up but still works.
Odds are this lost gun will never get turned in. Either the finder will keep it or, if they are concerned about being caught with a State Police gun, they will toss it in a lake. Gotta figure the window has closed on the opportunity for turning it in without getting a grilling as to why they didn't turn it in immediately. And nobody has time for that shit.
So after all that unSafe act bullshit when they were trying to take our guns, now they're giving them away??!?!!??
They'll find the new owner when he tries to register it.True this..

That's how this is supposed to work, right?

2 On Your Side contacted State Police to get more information on how the rifle went missing, who said the gun belongs to State Police and was not stolen.
Police said they could not comment further on the circumstances because "it is part of an ongoing internal administrative investigation."
