I don’t know much about water rescue since we just don’t have much opportunity for it but at the very least he is lacking any ppe. Asshat is at the top of an embankment with no helmet or pfd and I doubt an assistant hanging onto your shirt qualifies as a safety rope. And as you circled he is straddling the rope. I’d also guess he’s not wearing appropriate footwear.
