The difference between PA and NY. Philly has a lot of influence but it doesn't rule the state.
You don't need LE signoff for NFA items anymore. You only provide a written letter of intent which is filed away and you go through the NFA process as normal. The locals no longer have any input. Since I am a PA resident I wouldn't be aware of any fuckery going on regarding the issuance of non residence permits.Yeah the downside to PA is the small counties and towns that refuse to follow the laws and get away with it.
Example there is a whole thread on here about counties that will and wont issue non resident LTCF, many people talk about being told that such and such county won't issue them theirs even thought they meet all the requirements per the state law..
I know Bradford county near me was like that, (it's funny when you tell people no they cant say no like that) and now only issue them because our at the time sheriff here in NY reached out to their sheriff saying he would issue Bradford county residents their NY license if Bradford would so the same for our county.
Bradford county also doesnt sign off on NFA items because the Chief of Police doesnt think anyone should be allowed to own such things... but again that goes against PAs Preemptive Law.
The first part with the licenses kind of sucks because most new Yorkers are used to NY where well they told me no so they must be allowed to do that because thats how it is in NY

I certainly don't agree with it, serves no purpose to jam up the citizens in some misguided notion of political retribution. It simply serves the anti gunners ends.
Oh and side note about philly...
