PA Counties that don't do out of state permits

There are a number of Counties in PA that will not issue non resident permits. (Many of these counties border NY) This is because of the Sheriff in most of those places. With the new SCOTUS ruling will this have any impact? Will they have to issue permits? Yes, I know there are other places in PA to get a permit and it is fairly easy to do so.

There is actually an earlier SCOTUS case that would compel them to consider your application. I would just go to those other departments anyway. Consider an application and grant a permit are two different things, why push the issue if you just have drive a little bit further in.

It is not.at the whim of the sheriffs..

PA has a very specific criteria that if an individual meets those requirements then they get a license.

Some of those counties (e.g. Lackawanna, Pike, etc) used to issue non-resident permits routinely and used these excuses to stop.

I have also seen cases when a new sheriff, usually a democrat, steps in and stops the practice of issuing non-resident permits citing CV19, prioritzing service to soley only county residents or insufficient staffing to perform non-resident background checks.

I was wrong . There is a 2nd federal circuit decision, not a SCOTUS decision but PA isn’t in the 2nd circuit.

Edward is spot-on. The sheriffs refusing to issue LTCFs (typically by refusing to receive applications) are in direct violation of PA law. And let me tell you from personal experience, they get pretty salty when you point this fact out to them. Every time I mentioned "unlawful behavior" to the sheriff I confronted, he flinched and got a little more agitated.

Edward nails it again. I told the Sheriff of Susquehanna County that I would be seeing him in court. He claimed he did not care, but two weeks later, he invited me down to submit my LTCF renewal application. Now, that didn't totally resolve the problem - he is now issuing non-res permits to people from my county only - thus removing my standing to sue him.

The whole ordeal made it very clear to me that the sheriffs doing this know they are violating the law. Shame on them. I hope more people stand up to these hypocrites and force them to follow the law. Something that ought to just be second nature to a law enforcement officer.

In Scranton you will spend a few minutes in the metal detectors. In Centre, you just walk in (unarmed) to the small lobby.

I know someone posted the list above but I've also read that alot of those have changed, just trying to get some concrete options so I don't waste my time driving for bothing

I can confirm Centre County. Painless process. In and out in less than 15 minutes. And it takes that long because they have to do a background check.

First off, I have no idea where you are coming from, therefore I don't know your route, in order to help make your trip to a sheriff's office convenient for you. I know of nothing in that area, because when I lived in NY, I used the two counties I mentioned. That served me well for decades.

Back when I did my research, many counties were avoiding issuing to non-res by making the process two-step. You show up one day, submit the application, and come back a few days later. Both were weekdays, which prevented most vacationers from doing that. I don't know what the present day looks like, especially in central PA where you will be.

Get a map, circle some county sheriff's offices along your route, use the chart provided above of the various counties, and call around.

Single visit. Just bring your NYS pistol permit, a $20 bill (yeah cash $20 bill) and 2 references (name, phone and address) if you don't have the application they have them on the sheriff office.

I am not a lawyer, but know that possession of a handgun in PA without a license (locked in trunk of course) is not a problem. You can even open carry w/o a license afield in the woods.

Once you come out of the Government building in Scranton with your new license you can strap up legally. Not right there in the parking lot necessarily, but you get the idea.

While you are doing the whole non-res thing, did you know you can also get Connecticut?

I am not a lawyer, but know that possession of a handgun in PA without a license (locked in trunk of course) is not a problem. You can even open carry w/o a license afield in the woods.

Once you come out of the Government building in Scranton with your new license you can strap up legally. Not right there in the parking lot necessarily, but you get the idea.

I drove with my wife from Suffolk County to Stamford, CT to apply and then when you get the local license, you then transfer to the state's jurisdiction forever after. They were wonderful about the entire process. Still have one. But the original application was 30 years ago, so you will have to get updated info.

Also: New Hampshire, Maine, Virginia...

What's a restricted license? Oh, yes, I remember, back in the pre-Bruen world, long ago....
