Called over last week to the Lakawana county sheriffs office to see about getting a non-rex permit. They explained to me that they are not doing them anymore. When I asked why the person had no answer. I then asked if this would change in the coming weeks or months and again she had nothing meaningful to say. Just thought I would share.

I have family in the area and they indicated on March 18th they initially suspended issuing all carry permits and renewals in response to CV19 edicts. After they started processing applications again, last month in mid-June they furloughed some workers in response to CV19 and that impacted the Sheriff's office. AFAIK, there is no schedule for processing nonresident applications but some have indicated there is a 6 month grace on expiring permits.
The law does specify an exemption from prosecution where a license is expired for less than 6 months.
He should call the closest counties to him and find out when and if he can come get this handled. They are not all the same. Keep trying.

Your NY license allows you to legally carry your firearm in your vehicle on you and ready to go in PA. You may also open carry there with no license needed. This may not be ideal to you but it is better than not carrying at all. For the time being you can legally protect yourself that way until you get your PA license.

Are you sure? I just checked USCCA reciprocity Map and it's telling me its no bueno.
100% sure. Open carry has no correlation to concealed carry or a concealed carry permit in PA. Some of these matters require a further understanding than just a google search. What you looked up is concealed carry. Let me know if you have any further questions.

Center County, PA have no problem issue to New Yorkers regardless of class status and I best believe they are still doing them. Call ahead to confirm but they should still be issuing them (Unrestricted,Sportman)

Can confirm through phone convo with Lackawanna sheriff a couple days ago. They aren’t currently doing renewals or new applications for anyone not from the county. They aren’t sure when that is going to change. As a FYI, on July 15th, the governor issued a third extension for some carry permits. Snippet below.

I can confirm that what you said is fact. I had to go to Lackawanna because Pike would not renew my license that I got there originally . Now I’ll have to go to Centre if Lackawanna doesn’t reopen to outsiders.
Center has always been dear to NY'ers... It's a trip, but make a day of it, stop by a LGS and pick up some ammo too (if available, lol)...

Never suggested they did. They DO however allow it under the exemption posted previously by me as far as carrying loaded in a vehicle. See post #16.
Posts like yours could be confusing to the new guy. Pennsylvania does not ban handguns like NY does. You may legally possess a pistol in PA with no license needed. The only thing you need a license for in PA is to carry CONCEALED or in a vehicle. ANY state license allows you to carry in a vehicle in PA. See exemption 11 posted by me in #16. Open carry is also allowed with no license needed. Again, CONCEALED is the only action that requires a license.

I was just riffling through my wallet and noticed my PA non-res expired in late March.
Where the heck did THOSE five years go...?!?
It was issued in Lackawanna, but as has already been noted, Lackawanna isn’t doing non-res anymore. They were kind enough to inform me, however, that all permits that expired after March 19 (which mine did) have been extended to at least Sept 30th by order of the governor due to the COVID thing.
I have an email in to Lancaster County asking if they do non-res, as I was thinking of vacationing there for a few days later this month.
If you guys want, I’ll follow up and let you know what they say.

Nothing new here. All licenses in PA are "valid" for 6 months after they expire. It's written into law that those people can not face charges.

I was hoping that was so, but I just spoke directly to the sheriff’s office and she said you need to appear in person anyway. I asked specifically if that requirement applied to renewals and she said it did.
