Permit - Change of address query

So I have a Westchester (NYS) pistol permit and a CT (reciprocity) - both permits showing my Westchester address

• · I currently live in Westchester, but moving to CT
• · I also have a cabin (with full postal address) in the Adirondacks (NYS)

Only issue is I dont have a post box at the cabin so need to set up a mail redirect to get My new permit delivered - but no issues with that

So I am assuming, in order to retain my NYS permit, I can notify them of my change of address to my cabin address in the Adirondacks and change County to Oneida (pay $5 for that change of County) – that way I keep both NYS and CT permits?

Will that work?

Any issues with this approach as I still have a home in NYS - the cabin

Trying to make sure I dont lose my NYS permit as I need that for cabin visits

This has been addressed many many times here and mostly incorrectly. Per PL400, all that is required is to notify the superintendent of state police within 10 days and write your new address on the back of your permit.

You may use your real address out of state. No need for fake residency claims.

Correct. Pistol permit renewal even addresses this and says you just need to use paper form. Just notify them.

Legally, it goes by where you reside. Your only legal requirement is to notify them of your change in address.

If the cabin is your residence, notify Westchester of your change of address and see what hoops they make you jump through.

If CT is your residence, do the same thing and see if they revoke your permit. I know a few people here in Orange who moved out of state and were able to keep their permits. I don't know how Westchester handles it.

The address in which you actually live. Sounds like the out of state address to me. No need to claim you live in a cabin when you don’t.

Any change of address for any county only requires a notification to the state police. By telling your local county office you open yourself up to them trying to take your permit away. Less is more. Do not volunteer information to your county office. The instructions I have given you are what is required by law. Doing anything else will be at your own risk.

I have explained throughly what is required by the N.Y. State Law. I am in no way “wrong”. Do as you wish. You obviously know more than me and must have found the invisible ink in the written law. Not sure why you’d come here asking questions and then blatantly ignore the correct advice (per PL 400). Notify the county! Be sure to come back and post your revocation letter too! To my knowledge, Oneida is difficult to obtain a full carry permit. I have a few friends that live there and they were not able to get carry permits a few years ago.

Exactly why I asked the question. If you use your new address you will always be limited to your restricted license in NY. If you use your Oneida address you can eventually have your restrictions removed.

I thought the restrictions didn’t matter and were not enforceable? Why bother? I would think giving an address that you don’t actually live at as your legal residence could cause more trouble than it’s worth.

However, there does seem to be some confusion as Westchester says one thing and NYSP website says another

i am going to try the NYSP route first, notify them of my new CT address and see what happens

but I really do not want to lose the NYS permit as that would prevent me transporting to the cabin

Right now my restricted NYS permit is not a major issue .........just need to retain it!

So not sure if this will help you as i did not move out of state but i went through this process.

I moved from Ulster County to Lewis County.

I filled out the change of address form at the Ulster County Clerk's office. Gave them $5. THey then gathered up my information and sent it to the Lewis County CLerk's office.

Lewis County called me and said to come in. I paid them $5 and they then made me a new permit for Lewis County. New permit number but same issue date. I had unrestricted in Ulster. I looked at the permit Lewis printed and it said restricted on the back. I then said I had unrestricted in Ulster County. They looked at my paper work and then reprinted my permit to say unrestricted.

No big fuss but again I am not sure if this helps as you are moving to CT.

Good move. That is what you are required to follow. The penal law. Westchester may want you to notify them but you are not legally obligated to do so. Telling them opens you up to problems. Less is more. Notify SP write your new address on back and call it good. The less people that know the better.

Just hold their feet to the fire. Remind them the penal law is what governs the pistol license and it makes no mention of a license being invalid upon moving out of state. It only says you must be a resident or business owner to apply. Not to keep or maintain. Do not take no for an answer and do not lay down.

You might want to investigate if there are any county laws in Westchester that might require county notification.

There are several areas where Westchester governs by home rule, just like NYC and Long Island.

Westchester seems pretty tough. You might want to look into using your cabin address after all. Not sure what would be required to do that but it might be the best option if they are going to give you so many problems in Westchester.

Have you tried calling Weatchester and just ask what the process is? Tell them you are considering a move. Try not to give them your name. That should tell you for sure what route you should take and let you figure it out before it’s too late and they yank the license.

Blank applications shall, except in the city of New York, be approved as to form by the superintendent of state police. The United States Court of Appeals for the Second Circuit ruled on October 15, 2013 that a person who lived part time in New York could obtain a permit to purchase/possess firearms. I am hearing that more counties are issuing a permit to carry to non-residents. You can read the decision Here or go to the AG Opinions/Court Case Section for the decision

That could cover my cabin as living part time for living in NYS

Could be. Call ahead of time and ask them. Just because a court ruled something doesn’t mean a county will go along with it. They think they can do anything they want. Call anonymously and find out what they do.

Westchester requires certification every 5 years. They always have. It will catch up to him eventually.

There was a law passed or a ruling, I cannot remember which which states that if you own property, which he does, you can keep your license.

I’d look it up but kind of busy right now.

So i just spoke to Westchetser PP dept - no names, etc given

Info they gave me is not good

They said that in Westchester, if you move out of state, they will rescind the Westchester issued permit in every case

They did say however that i could transfer it to Oneida County if i have an address there - but not sure what Oneida will do if i the notify them of a move to CT?

Need to call Oneida I think to confirm

Just off the phone to Oneida - they are good!

So long as I have a physical address (property that i own) in NYS, they will keep mu license in NYS valid

I just need to submit some paperwork to them each year from CT to show i have no criminal convictions in CT - i can live with that

Hey @zorro i almost bought a house in CT 2 weeks ago and did the same research. If you work in NY you can retain your permit. I have an employment carry but I am not sure for those who have a target. May want to double check with the office on that. By the way- where in CT did you move? Nice homes there and lower taxes!
