How about we flip it the other way.

She needs 4 references and an FBI background check.
She needs to prove she has a special need for an abortion beyond normal pregnant women.
The law says the licensing offcer has 6 months to decide on her abortion but if she pushes it he'll just say "no". Despite the legal 6 month limit, in some counties she doesn't even get a decision for 2 years....

Oh, and it's illegal for an abortion provider to serve anyone from another state...
