Epstein's op was Mossaad, and was a continuation of Maxwell's father's. If the op did move to CIA, it stayed within the control of dual citizenships for the sake of appearance. There's no way a foreign intel group gives up control of that network.

I suspect that these days the western intelligence agencies have more allegiance to each other than they do their own governments.
