I have no idea, although there are any number of theories.
First, I know Luos - my soon to be ex-wife is pure Luo, and we brought 2 of her brothers and their families here. I've spent quite a bit of time in the Luo area of Kenya - Nyanza Province. Knew a number of whites who married Luos, and had children. Luos are very dark, and that is evident in all white/Luo offspring; it appears to be very dominant. Luos tend to have very full lips and ears close to the head. Also, Luos have very wide noses. This is not racist, just simple genetics.
Thus, comparing BHO, Sr with supposed Jr., my opinion is that they are not related. Although the source is questionable, what is "fake news" , these days?
