You can use a VPN but if you are logged into Google or Facebook, whatever you do is seen by Google or Facebook since you are logged in.
Examples.
You are logged into Facebook and post a racist comment. It's seen by Facebook since it's done on your account.
You are logged into Google and search for ways to kill Jews. It's seen and logged by Google since you did the search while logged into Google.
For you to remain totally anonymous, you have to not be logged into anything, have a VPN, and use a browser that doesn't record your activities but the minute you log in to something, it's you.

ETA: Who the fuck uses Goolag anymore??!! - they're the problem, not your friend, or even neutral for that matter - they're fucking communists. Use StartPage or Duckduckgo - barring the latter two being NSA fronts, they don't record your search parameters. And who doesn't clear their history before they exit a browser anyway? Also switch to a non-compromised email, like Protonmail.

But what will get you flagged? It's likely to vary by county and over time. That's where this becomes really dangerous. This is what predicating 2A rights on government permission (i.e. pistol permits) leads to.

This is why I don't used Google products. I don't use chrome, I don't use their search engine, I don't use their email, and I sure as fuck don't use their DNS servers. But with all of that said. I will probably start using VPN services more now.

VPN + Incognito browser would be anonymous. In theory. I am not sure how powerful the incognito really is; I wouldn't go looking for plutonium through it, but as for linking your search history to you at this point you'd not be able to.
However, if our response to this is to do everything on VPN or Tor or sitting on public wifi parked in our car out of view of cameras, we're already losing.
