Purchasing a long gun in PA

So why wouldn't a PA shop sell a bolt gun to a NYer is what I'm asking?

Same reason they wouldn't ship you ammo. They are afraid of NY.

Is it legal for a NYS resident to purchase a long gun (bolt action) through a dealer in PA?

Yes it is as long as the gun is legal in NY ( bolt guns are generally legal as long as they are not SBRs)

How could an out of state company be subject to nys law prohibiting mail order ammo sales?
