It’s nearly impossible to file charges in a he said she said situation. His accusers say he did xyz and Cuomo says no I didn’t, but I admitted to what I did(hugging, kissing, inappropriate comments), but I didn’t grab a pussy or tits. Who in his administration will step forward and admit they witnessed it, Hocul? Nah none of them will. Also seemingly they weighed the odds of a conviction on purely circumstantial evidence that was already tainted by politics. Seems like they made the right choice with seeing the polls back them and now. He still had about 30-40% support back then and now so out of a jury of 12 three to four would have voted not guilty and that would give him more ammunition since he’d be not guilty and would hurt the Women’s civil suits.
This is why they are trying so hard to convict Trump of something, anything. They want to discredit him and eliminate him from running again.

I know quite a few lawyers who are prosecutors. If they don't feel that they have an air-tight case that won't take YEARS to litigate, they will either settle, offer a compromise, or decline to prosecute. The expenses involved and the likelihood of tarnishing 'their reputation' (sharks) have alot to do with what they decide to move forward with, and what not to move forward with.
There is a reason why the majority of politicians have a legal background. They know what they can get away with and not be prosecuted. The "public image" be damned and any fallout as a result.
