During a riot it is difficult to arrest anyone compared to someone who opened up a business not during a riot but rather during peacetime. How that is not seen is beyond me.

Pepper spray and curfews are like turning on the lights for a cockroach infestation. It doesn't solve the problem, just makes the roaches scatter so you can't eliminate them.

That’s like me saying that a soldier on the ground while taking fire who cannot kill or capture an enemy combatant who set off an IED is in cahoots with with the higher ups because he didn’t make a kill or capture but did so yesterday when he stormed a business that had munitions in it from a tip given.

No, I'm not saying that the guys surrounded in their car should affect an arrest. But they didn't have crowd sized pepper spray either so that argument is moot. They should have shot the people trying to kill them.
What I am saying is that when you have 1000 rioters facing 100 cops, the cops should just start grabbing the closest criminal and process them and then move on to the next one.
Sadly, that is exactly what is done.

An upstate New York woman who appeared to confront a mob of looters outside a store was beaten in a disturbing moment caught on video, according to a report, as the city of Rochester descended into violent looting and riots Saturday night following the killing of George Floyd in Minneapolis.
The video, which has been shared online, shows the woman speaking to a group of at least six individuals -- some of whom were holding large planks of wood -- after one member threw a ladder at the door of a business.
Joe Painter told WHAM-TV, of Rochester, he shot the video across the street from the Rochester Fire Equipment Company on Marshall Street in the city’s downtown.
The video shows a member of the group suddenly punch the woman in the face, as another strikes her with a plank of wood. A man appears from the store and confronts the group with a golf club, but they temporarily beat him back with the wood and continue punching the woman.
