Why go through all that nonsense to find an FFL that would pin a cap on it before you take possession of it when you can just go to the store and buy one already legal? Is the 40 or 50 bucks you are gone save worth the hassle? You still have to pay the FFL to do the job of pinning the muzzle, the cost of the cap, and the cost of the transfer. It may end up costing more.

I'm going to be honest with you. Unless compliance is a factor which to you it isn't, I'd pass on it and get an AR9 instead.That is very cheap for a quality carbine like the Ruger PCC.

1. You need tools to disassemble it. Big pain in the ass. No biggie right? Well guess what happened to me? I zeroed my red dot on the railed receiver. I went home and took the gun apart. I cleaned everything. The next time I went to the range, the zero was off a bit. This resulted from removing the receiver from the stock. It wasn't off by much but it was off and I can't have that. From what I read online, an IDPA guy had the same thing happen to him because he didn't torque the barrel all the way on.
I have since remedied that situation by taking the iron sights off the barrel, adding a rail, and mounting my red dot on the rail on the barrel like this. I copied what the IDPA guy did.

So far it holds zero. All is well. Well now I do not have backup iron sights. I'm working on a solution when I get an aftermarket handguard in the mail.
2. The screws that hold the gun together loosen after a while. My screw on top of the receiver and the screw that holds the charging handle in loosened two times already. The screws on my iron sights when I had them on did as well. I had to use green loctite. So far it's holding. Good right? Now I cannot take the gun apart since you need to take off those screws to clean it. I just plan on not cleaning the receiver and just cleaning the bore.
3. The sling points are very fuddish. They only allow for a parade sling. As it comes out the box, you cannot sling the weapon in front of you. I had to buy an aftermarket stock spacer that has a quick detach mount and I'm waiting on an aftermarket handguard that has a quick detach sling point. This is the spacer I'm taking about and the handguard I'm waiting on.

So that'll solve my sling problem but it adds extra length to the stock that I don't need along with additional weight with the new handguard.
4. The top of the barrel is exposed. So if you like to run you gun with your arm extended and your thumb over the barrel, you'll eventually burn yourself.
5. The gun is heavy. My AR9 that I had felt way lighter. If you make it a pistol with a 7.5 inch barrel, it'll be even lighter.
So if you are a guy that likes to clean his guns, this isn't the right one for you. If you like to sling the weapon in front of you, be prepared to spend 200 extra bucks to do so.
I will say that it's accurate and runs well. It recoils less than what my AR9 did. With that said, I plan on buying an AR9 pistol ASAP when I leave this state and getting rid of this Ruger thing. It fits the bill for compliance but there are better guns out there that are more modular to fit you like you want to run them.
Ruger is a Fudd company in my opinion and I'm still salty about what they did previously during the 1st AWB. I bought it anyway because I just want a gun that I can grab and go if I need to while here in NY that's legal with no questionable legalities like my AR9 had and also takes my Glock magazines. I also got it because my lady can use when I'm away at work for home defense and it isn't going to jam her up if she uses it with a questionable stock or a useless fixed magazine.
I want the vertical foregrip. I'll probably never buy one anyway. I have a lot of other things on the list.SBR is registration to the government. You also need permission from the government to move it out of the state it's registered to.
Have you considered one of those not rifles, not pistols, but AR firearms that come with a foregrip? Or just holding a pistol by the magwell? Or an angled foregrip on a pistol? Or a hand stop? Or a strap?

There are 3 torque screws that hold the bolt to the bolt carrier. Those loosened for me with use. Then there is another torque screw that holds the charging handle in place. That also loosened. That's happened to me twice.A lot of your points are personal preference, and thus valid because what works for different people varies.
I find the comments about thread locker a bit confusing. Before I got into precision rifles a bit more, and bought in lbs torque wrenches, I blue thread locked all action and scope screws. Never has that made disassembly of a firearm problematic for me. I also very rarely had any of them come loose, including on a .30-06. Why would this preclude someone from performing routine maintenance?
