Rules, Regulations, Limitations of Tourniquet Use in NY

I was talking to a friend who is a retired trooper about tourniquets. He was adamant that there is something in NYS law saying that tourniquets can't be used by anyone other than EMTs, Paramedics, etc.

If anyone with some specific knowledge about the subject could share some info, I'd appreciate it. I've had some low-speed-high-drag first aid, trauma and Stop the Bleed type training, including from some from local governments and don't remember any mentions on restrictions on tourniquet usage.

I've taken two stop the bleeding courses. All about tourniquets. Couple of years ago I took a Red Cross course. In the more basic courses they stay away from them and go for applied pressure. They didn't deal with gunshot wounds and were of the opinion tourniquets were used too soon and unnecessarily. Many people are limited to one course.

Off the top of my head, some states (even litigation crazy CA) have strong laws that specifically preclude civil law suits or liability claims against good Samaritans who use a tourniquet as a first aid measure. NY is not among them but there are generic protections.

I’m not anything special and I was trained on stop the bleed and provided one by my job. I do have CPR and general first aid training then the stop the bleed training.
I think the old thinking was don’t do it unless you were very well trained and could get to a hospital quickly because of lack of blood flow. This is just a guess from what my old first aid trainings entailed. Now the thinking is if you don’t use one whoever will die and they know it take a lot longer to have nerve damage or the limb to die than they think of. I have one in my work vehicle and I will get one for my on the go pack.

Tourniquets get applied when they shouldn't because a couple ounces of blood spread all over the place can look like a shitload.

It's not hard to apply one correctly, but most people will grossly overestimate how much blood loss is occurring.

Still, you're better off with one being applied when it wasn't necessary than not getting one when it was.

Let's see if I remember this correctly from the class they gave us in Officer Candidate School. If the blood is bursting from a vein, use a tutniquet to stop the blood flow. If it's gushing from the artery apply direct pressure to the wound.
