The Reciprocity Bill is being bandied about and certain gun groups have not endorsed it because they say it needs minimum training standards. Gee I wonder who is going to set those standard and supply the learning material to teach said standards. Hmmmm? Anyway it appears to be dying on the vine.
What we (NY CCW Holders) need to realize is that not every gun owner wants to CCW. NY Supporters must realize that in other states, owning a handgun is “no big deal”. Many pistol owners don’t CCW by choice. for them buying a handgun is no more difficult that buying a long gun. They are not registered anywhere other than with the BATF's FFL Dealer.
The Second Amendment Guarantee Act or (SAGA) is a response to antigun laws by gun owners in a small handful of states – including California, Connecticut, D.C., Maryland, Massachusetts, New Jersey, and New York – that criminalize certain guns and gun parts. People outside of these 5 states and perhaps Illinois, will look at this bill and scratch their heads. They won’t understand and possibly not care about the plight of legitimate gun owners in California, Connecticut, D.C., Maryland, Massachusetts, New Jersey, and New York. Unconstitutional restrictions and infringements on the Second Amendment in these states is alien to them, and in the (Five) states behind the iron curtain, many gun owners are clueless that their rights are even being violated.
Gun rights advocates in the five states have to use their influence with other gun groups in the “Free” states.
I was in Law Enforcement for 13 years before taking a job in a private company and moving to Buffalo NY in 1988. I retired in 2009 and wanted to take up shooting again for sport. I really didn’t have time while working 60 hours minimum and travelling. I then was hit in the face with the New York gun laws. In New York, you must have a Permit to Carry a handgun just to be able to touch, handle, or shoot a handgun. How can this be in the United State of America? This is just wrong.
So, to be a compliant “law abiding” citizen, I began the process of obtaining a CCW permit to make the handguns I already owned, legal in NY. It took 14 months, over $350.00 to get the permit. (Erie County)
During that, I became active in S.C.O.P.E. a Second Amendment Advocacy Group. I became active in SCOPE.
It was then that I realized that even the active 2A activists in NY were clueless about the rest of the country. They had become so ingrained with the “Sullivan Laws” of NY that they assumed it was the same way in other states.
When I would scream about the capricious and arbitrary Sullivan laws and the fact that you could not buy – own – or even touch a handgun without a CCW license, they would look at me with blank stares and confused looks. Who is this nut job saying that buying a handgun is no different than buying a rifle. They had their CCW, their handguns and it was “for life”. The I got mine so screw you attitude.
All of that apathy and learned behavior finally caught up with them in the wee hours of the first day the Legislature was back in session in 2013.
Andrew Cuomo flush with cash, from Bloomberg and other anti-gun donors and eager for headlines for his Presidential aspirations, pushed through the NY Secure Ammunition Firearms Enforcement Act with the help of a few Republicans that were bought off. Yes, it was the Republicans that gave us NY S.A.F.E.
It outlaws certain guns, criminalize s the possession of certain gun parts, required a NIC’s check for all long gun sales between private citizens, and put a Five Year renewal on the CCW permits. (So much of the “but it’s for life reasoning). The Secure Ammunition part of the law requires a NIC’s check for every ammo purchase. This however has yet to be implemented after almost 5 years and I contend that the NY S.A.F.E. Act is now simply the F.E. Act.
NOTE: News papers and professional journalists refer to the bill as the Safe Act either purposely or through ignorance of writing skills.
Now S.C.O.P.E. has crafted the SAGA bill. The NRA has given it mention.
The SAGA would ensure that state regulations could not effectively prevent the manufacture, sale, importation, or possession of any rifle or shotgun lawfully available under federal law or impose any prohibitive taxes, fees, or design limitations on such firearms.
The NRA thanks Rep. Chris Collins for leading this important effort and urges his colleagues to cosponsor and support this staunchly pro-gun legislation.

California Gun Groups are all for it, but again I say, 45 other states will not get it. To them I say, Ignore this bill at your own peril. Don’t think that what happened to NY can’t happen in your state. If Hilary had been elected things would certainly be different in those 45 States.
Second Amendment Guarantee Act (SAGA) needs to be promoted in all 50 states, but especially in the 45 free states.
SAGA is a bill that backs up the Second Amendment which is already the law of the land. It will ruffle the feathers of the Five States that are considered more progressive than those “other” states and for no other reason than that is a good reason to support it.
Gun Rights groups in the infringed 5 have to do everything they can to promote SAGA with other groups on social media. Other shooting and gun groups have to support SAGA to prevent further infringements on Second Amendment Rights for their children and grandchildren.
Republicans in Washington must be made aware that to not support a bill that simply fortifies an existing Constitutional Right is to do so at their own political peril.
