Obama after all had the FBI declared "White Supremist" as the #1 Domestic Terror Threat in the U.S., interestingly disregarding the disproportionate number of minority gang members in the U.S. and the subsequent conviction/prison rates to validate where a "criminal" element exists. All it requires is action! Organized... Well sure. Hmmmmm, I'll bet the house each local chapter, city, town, whenever that has a gang presence has "structure" and organization. It's how they work. As a matter of fact, so structured that they're actually international organizations and have even been directed from behind prison cells. How's that for organized!?
Again, intentional exclusion, or selective application thereof, not to offend the minority representation of law abiding citizens here in the U.S. does not magically make those groups disappear or not relevant. The words "terrorist" and "terrorism" have become pretty much like the words "racist" and "racism" today. They are used so frequently to describe virtually any all sorts of people and organizations that the words have become meaningless.
Being called a "racist" is just a way to shut up conservatives generally and white people specifically from being able to take part in public discourse.
Being labeled a "terrorist" or having an organization described as being engaged in "terrorism" is being used the same way to stop (again mostly conservatives and whites) from being able to associate with like-minded individuals and entities.

Interestingly, it doesn't. Sad the the only reasonable explanation of the implications came out of CNN:

So it's really just a label, and a set of actions the city is going to take to examine its work with NRA supporting businesses. Still bad, but they're not charging individuals without due process either.

OK, so the NRA is a terrorist org. and they don't want to do biz. with people that work with the NRA, perhaps the vendors should stop doing biz with the city and their PD! No more guns or ammo.
