Technically they are only supposed to be orders about how to implement the legislation that congress has passed.

But since congress passes legislation that is designed to be as vague as possible, EOs have taken on a whole new life.

Much of our current dysfunction is caused by congress delegating so much of its power to the executive (sometimes explicitly, sometimes not).

The constitution never intended them to be able to delegate any of their authority. They are supposed to have to at least ratify *any* change in *any* regulation.
