Because the Leupold in that category is the Mark 8 CQBSS 1.1-8x24 and retails for over 3g. I like that scope but right now I need optics that I can afford.
The 1-8 Primary Arms is said to be on par with other scopes at its price level. It is Japanese made, like Vortex's higher end offerings with, from what I've read, the same level of quality as the Razor HDs. Frankly $1,300 is still something of a bargain for a highish end 1-8. My beef with it is the same as the competing 34mm tubed 1-8s. Too big and heavy. I'm looking at a Trijicon Accupoint 1-6 myself. Maybe that new Zeiss Conquest 1-6 as well but the later is a bit pricey and there isn't a whole lot of info on it yet.
The CQBSS reticle is busy as all hell too.
You gotta keep an eye on the feild of view too. I bet a 1-10 with such relatively small objectives are pretty retricted in that regard. Siunds god awful heavy too. I'll do some research.

In spite of today's trends towards large objective big/heavy/bulky scopes (which have a place...varmint hunting, long range shooting beyond 600 yards etc) I strongly prefer more compact scopes too. Thus the Leupold VX-2 1-4x20 on my 7600. Keeps a fast handling rifle fast handling, 4x is plenty of magnification for most big game hunting scenarios, at least in NY, and a 5mm exit pupil @ 4x is plenty since deer hunting ends at sunset. Almost forgot to mention the 74.7' field of view @ 100 yards, for fast target acquisition esp for shots at running deer.
