It does seem to read that way. It almost also seems to read like you need a license to buy but if it expires you just can’t buy new, but could keep what you have. I’ve had zero days in law school though.I don't know if I missed it in the law but it only seems like a license is required for new sales going forward. Im surprised they are requiring licensure instead of an outright ban, but the latter would go to scotus and the former has been—IMO—tacitly okayed. The 2008/2010 rulings indicated no concern with state approval for handgun purchase.
