A surface blast will produce drastically more fallout than the airburst the military would use (but considerably less immediate damage).
Also, "safe for travel" is not safe to live in 24/7.
You could certainly travel *through* NYC pretty safely only a few days after. But to get the radiation down to levels that would be considered acceptable to live there would take much longer.
Areas around Chernobyl are still not considered uninhabitable today, and that was *not* a ground burst nuclear explosion.
