This law would limit all types of shooting sports to a maximum of 14 people, including NRA pistol, rifle and shotgun classes, skeet and trap matches, IDPA, USPSA, steel challenge, 3 gun, sporter rifle, bullseye matches and leagues, and others not listed here. There are indoor ranges with more than 14 stations. There are shooting sports destinations located on several acres of land with multiple separate skeet, trap, rifle and pistol ranges. Would those be limited to a maximum of 14 people, including the non-shooting support staff?
This state is so silly, they think I give a fuck what they say.
The section you refer to is in reference to private property, and private property owners could either allow or disallow the carrying of concealed handguns by LEOs. Private property owners already have this option, so that is not affected by this new bill. I think you may have a valid point about carrying openly.
b) This section shall not be construed to supersede or limit the laws of any State that--
(1) permit private persons or entities to prohibit or restrict the possession of concealed firearms on their property

If this mess were to pass, it would be amended to give some people exemptions, The Police for one as well as elected officials, their bodyguards and others they deem to be worthy of an exemption.
I do not think this has a chance in hell of passing, not even a watered down version; but again, I hope it does.
We the People have the power but we seldom use the power that is rightfully ours. If this were to pass, next to no one would do anything about it, ie. private citizen(s).
In 2013, the SAFE Act passed and the overwhelming vast majority of people did nothing, nothing at all except register their guns and neuter them. Sure, there were a couple of rally's that tore up some grass.
Maybe if this garbage passes, more people will wake up, I doubt it though.

Several of the justices were questioning the concept of what "sensitive areas" were and how they'd be defined.
Doing this now may result in NY State playing their cards too early. This would allow a SCOTUS ruling to address the NY State outlawing guns everywhere except when walking outdoors.

Licensed ccw holder generally exempt from this under NY law i.e. exempt from NY definition of "firearm". Interesting that they added terms "rifle" and "shotgun" to this section so my guess is this doesn't apply to licensed CC holder but would apply if otherwise legal rifle or shotgun were carried in these situations. Or dimwits that drafted it don't understand their own law lol...

What this would do is allow them to revoke pistol permits all over the state. When someone is "caught" in any of those circumstances they are "breaking the law" and judges will revoke their permits.
There is no way this would stand up in an unbiased court, but we dont really have that in NY so it would have to go to scotus and who has the money for that kind of fight? They know this and will exploit this unfortunate aspect of the law.

“section 400.00 of this chapter; provided, that such a license or
registration shall not preclude a conviction for the offense defined in
subdivision three of section 265.01 of this article or section 265.01-a
of this article.”

The law will disappear to avoid a loss in court, the defendant will go free, minus legal costs to combat this bullshit. It's the tens of thousands of otherwise law abiding, peaceful, and civilized citizens who will leave the gun at home that I worry about.

Good point.
As much as it could be in preparation/retaliation for a 2A-favorable SCOTUS ruling, it makes more sense for it to be a preemptive maneuver to discourage armed protest and militia gatherings.
